Chairman Ed Royce, R-Calif., arrives for a House Foreign Affairs Committee hearing last November.

Republican U.S. Representative Ed Royce of California, chairman of the House Foreign Affairs
Committee, said on Monday he will not run for re-election in November.

Royce is in his last year as committee chairman, because Republicans in Congress set term limits on committee leadership.
